The Blue Cross and Blue Shield Service Benefit Plan, also known as the Federal Employee Program or FEP, has been part of the US Federal Employees Health Benefits Program (FEHBP) since its inception in 1960. Nationwide, it covers roughly 4.6 million Federal employees, retirees and their families out of the nearly 8 million people who receive their benefits through the FEHBP. Of those 4.6 million FEP members nationwide, we serve the 1.3 million members who live in our designated service areas.
