Update on Anthem’s Role in City of New York Healthcare

After reviewing the health plan contract recently posted to the City’s public website, we are more confident than ever that the current health plan remains the most stable, fiscally responsible, and member-focused solution for New York City employees, retirees, and their families.
We believe New York City workers deserve a health plan built on transparency, experience, and long-term value. Anthem remains committed to advocating for a healthcare solution that protects your access, your providers, and your peace of mind.
New Developments You Should Know About
 
- On September 30, the Municipal Labor Committee (MLC) approved the City’s proposed health plan: the NYCE PPO, administered by EmblemHealth and UnitedHealthcare.
 - The NYCE PPO plan will replace the current GHI/CBP plan starting January 1, 2026, for in-service employees and pre-Medicare retirees.
 - The Senior Care (age 65 and older) members are NOT impacted by this change.

 - You may also contact your union representative if you have comments or additional questions.
 
What’s at Stake
 
If the transition proceeds as planned:
- Anthem will no longer administer benefits for these members.
 - You may lose access to trusted providers in the Blue Cross and Blue Shield network.
 - Continue to check the NYC Portal to see if your providers are in network. This list is continually updating. It is important to verify if your regular health care providers are participating network health care professionals and facilities in the NYCE PPO.
