Updates on Anthem’s Commitment to City of New York employees

September 09, 2025

Anthem Blue Cross and Blue Shield (Anthem) is proud to have been a trusted healthcare partner to New York City employees, retirees, and their families for nearly 80 years. Today, as the City considers switching to a new healthcare plan, Anthem is standing up to protect the benefits, access, and care that our members have come to expect and deserve.

New Developments You Should Know About
The City has announced its intent to move to a new healthcare plan administered by EmblemHealth and UnitedHealthcare. While some union leadership has voiced support, it’s important to note:
  • The details of the proposed plan have not been made public.
  • The Municipal Labor Committee (MLC) has not yet ratified the proposed plan.
  • Anthem continues to provide your current coverage – and we are actively challenging the City’s decision.
What’s at Risk for Members
Despite the City’s claims, the proposed plan raises serious questions and concerns:
  • Again, the details of the proposed plan have not been made public.  Many questions remain unanswered about access to and cost of the health care that City employees have relied on.
  • If the plan is adopted, though, City employees will lose access to the Blue Cross and Blue Shield Network.
If the new plan moves forward, members could lose access to the Blue Cross and Blue Shield network – a trusted and familiar brand with a deep presence in New York.

What Members Should Do Now
  • Continue using your Anthem benefits as normal. No changes have taken effect.
  • Stay informed—we will update this site as new information becomes available.
  • Reach out via the Sydney Health app, Anthem.com, or the Member Services number on your ID card with any questions.
Why the Anthem Difference Still Matters
  • Local expertise: Anthem’s deep New York roots provide unparalleled understanding and responsiveness for City workers.
  • Trusted continuity: Anthem values the long-standing relationships with providers and members built over decades.
  • Advocacy in action: We continue to actively challenge the process and push for a fair evaluation of what truly matters—stability, affordability, and quality care.
