Anthem Blue Cross and Blue Shield Teams with Motivo Health to Advance Behavioral Health Workforce Development in Rural Indiana Communities

Collaboration intended to help pre-licensed therapists advance to full licensure, expanding access to behavioral healthcare
INDIANAPOLIS — May 18, 2026 — Anthem Blue Cross and Blue Shield in Indiana and Motivo Health announced today that they will team up to grow the state’s behavioral health workforce – in support of people across rural Indiana. Through the initiative, Anthem will provide financial support for clinical supervision services, making it easier for organizations to grow their clinical teams and get more pre-licensed therapists across the finish line to full licensure.
The state of Indiana has made significant investments in behavioral health in recent years, in part through commitments to Certified Community Behavioral Health Clinics and a sustained focus on expanding access to care across the state. The Indiana Behavioral Health Commission’s 2024 Final Report, published by the Indiana Family and Social Services Administration, identified workforce development as a central priority and a critical next step for strengthening the state’s behavioral healthcare system.
“Indiana has built a strong behavioral health foundation, and the opportunity in front of us now is to help build the workforce so we can broaden access to care across rural regions of the state,” said Neil Steffens, President of Government Business for Anthem in Indiana. “Partnering with Motivo gives us a concrete way to invest in the pre-licensed therapists already working in our rural communities, helping them complete the supervision hours that lead to full licensure and long-term practice here in Indiana.”
